Circuit count and condition drive labor. Old wiring often needs work at the panel end before it can be landed safely, and houses with knob and tube or cloth-insulated wiring feeding into the box are a bigger conversation, because a new panel does not fix old branch wiring.

Grounding is often missing or incomplete in these homes, so a grounding electrode system is usually part of the job.
